IRCC data shows that 19,160 invitations to apply (ITAs) went to candidates in the PNP in 2022, meaning 51% of ITAs went to PNP candidates. The data also sheds light on enhanced PNP nominations, including the number of ITAs by province and CRS score ranges.
Invitations by CRS score
Express Entry candidates with CRS scores higher than 600 must receive enhanced provincial nomination to integrate into the province's economy and settle.
Invitations by program
The highest number of candidates invited from the PNP were from the Canadian Experience Class (CEC) and the Federal Skilled Worker Program (FSWP). FSWP candidates must have a valid language ability test and score at least 67 out of 100 points on the FSWP grid. CEC candidates must have one year of full-time work experience in Canada and a CLB of 5 or 7 for NOC TEER category 2 or 3 jobs.
Invitations by province
Ontario was the leading destination of Express Entry candidates in 2022, with 8,990 CEC candidates and 4,240 PNP candidates. British Columbia was the second most sought-after destination, followed by Alberta, Manitoba, and Newfoundland and Labrador.
Enhanced Nominations by province
Quebec selects all economic immigration candidates regardless of program.
PNP allocations increasing
The Immigration Levels Plan 2023-2025 aims to admit over 105,000 new permanent residents under the PNP in 2023 and up to 117,500 per year by 2025. IRCC has announced a marked increase in PNP allocation spots for provinces, including Ontario, Manitoba, Alberta, and Saskatchewan. Ontario's PNP target is set to increase to over 18,000 by 2025.
Express Entry in 2023
IRCC has issued 37,559 ITAs since January, with two all-program draws and 21,000 issued over three consecutive draws. Immigration Minister Fraser has announced plans to target Express Entry candidates with specific attributes.
